Health License Transfer in the UAE: Between Emirates and Employers
Short answer: A health license transfer in the UAE works in one of two ways. If you stay in the same emirate and change employer, your new facility files a transfer or activation with the same regulator, often in a few working days. If you move to another emirate, you apply to the new regulator, but under the Unified PQR you are usually exempt from its exam for the same title, as long as your current license is valid (or expired or cancelled for no more than six months) and you bring a recent good standing certificate and a full DataFlow report.
Last verified: October 2026 against the Unified Healthcare Professional Qualification Requirements (third version, April 2025), the DHA Sheryan service pages and FAQ, the MOHAP transfer service pages, the SHA license transfer service and the DOH eServices list.
Key Takeaways
- There is no single UAE license. DHA, DOH, MOHAP and SHA each issue their own, so moving emirates means a new license from the new regulator.
- Section 3 of the Unified PQR, Licensure Recognition among the Authorities, exempts you from the new regulator’s exam for the same title if you have not used up your exam attempts.
- Your old license must be valid, or expired or cancelled for no more than six months, when you apply.
- Bring a good standing certificate not older than six months and a full DataFlow report. DHA accepts reports issued for other authorities for a transfer fee in the AED 300 range.
- You keep the same title. A move is not a shortcut to a higher one.
- Within one emirate, MOHAP lists one to two working days and SHA lists eight working days for a facility to facility transfer.

Two Kinds of Move: Same Emirate or a New Regulator
Most confusion about a health license transfer comes from mixing up two moves. Changing employer inside the same regulator’s area keeps your license with that authority, moved or re-activated under the new facility. Moving to an emirate with a different regulator, say from Dubai to Abu Dhabi, means a new license, with most of the hard work recognised.
| Where the New Job Is | Regulator | What Actually Happens |
|---|---|---|
| Dubai (outside Dubai Healthcare City) | DHA | Get Registered through Sheryan, then the facility activates the license |
| Abu Dhabi, Al Ain, Al Dhafra | DOH | New professional license through TAMM, assessed under the PQR |
| Sharjah | SHA | SHA professional license, or SHA’s transfer service between Sharjah facilities |
| Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah | MOHAP | MOHAP’s Transfer License from DOH/DHA/SHA service, filed by the facility |
The PQR Rule That Makes a Move Easier
All four regulators follow the Unified Healthcare Professional Qualification Requirements. Its section 3 sets the rules for recognising a license from another authority:
- You must hold a valid license from one of the authorities. If it has expired or been cancelled, no more than six months may have passed at the time you apply.
- You are exempt from the exam if you meet the PQR requirements for the title and have not exceeded the permitted exam attempts for that title.
- You must present a valid good standing certificate and a full primary source verification report. If you have less than three months of experience and the regulator cannot issue a certificate yet, a good standing letter from your last facility is accepted.
- You are granted the same title you held. A higher or lower title needs you to meet the PQR for that title.
- Internal licensing steps and clinical privileges still follow each authority’s own policies.
The good standing certificate must not be older than six months when you apply, and is only issued after three months of clinical experience on the license. A suspension or revocation by one authority is applied by the others, so a problem in one emirate follows you. Exam attempts are also shared: three across all the authorities, then one final attempt with a different authority.
Moving Into Dubai (DHA)
For DHA, you apply yourself through the Sheryan Get Registered service. DHA lists an average of five working days and a credentialing fee in the AED 200 range. The registration is valid for one year, and a Dubai facility must activate it into a license before you can practise. The service limits say you must pass the related assessment within three attempts across the authorities, which is the same PQR rule.
Your DataFlow work carries over. The Sheryan FAQ says reports issued for other authorities are recognised, with a transfer fee in the AED 300 range and five working days, though DHA may ask for updated documents to be verified. DHCC verification reports are recognised too.
The hiring facility then uses Activate Professional License. Its prerequisites are an active facility license covering your specialty, your consent to be licensed, valid malpractice insurance and, for non-UAE nationals, a valid labour card. Published fees by license term are in the AED 3,000 to 7,500 range for physicians and dentists and the AED 1,000 to 2,500 range for nurses, midwives and allied health. Our DHA license for doctors guide covers the full route.
Moving Into Abu Dhabi (DOH) or Sharjah (SHA)
DOH runs professional licensing through TAMM. Its eServices list includes Register a New License for a Healthcare Professional, Manage a Healthcare Professional License, secondment, part time permits and a Current Professional Status Certificate, but no service named transfer. So coming from another emirate you apply for a new license and claim the PQR exam exemption. Our DOH license for doctors guide walks through it.
For Sharjah, you go through the SHA professional license route, again with the PQR recognition rules. SHA also issues good standing certificates to current and former SHA licensees through its own service. See our SHA professional license guide.
Moving Into the Northern Emirates (MOHAP)
MOHAP has the clearest published route for a health license transfer between regulators. Its Transfer License from DOH/DHA/SHA service lets a health facility apply for a professional who holds an active license with any of those three. The conditions:
- An active DOH, DHA or SHA license and a clean professional track record in the UAE.
- You accept the facility’s work invitation online.
- Doctors aged 60 or above need a physical and mental health certificate from Emirates Health Services.
- The facility holds a valid license and keeps one registered nurse for every two doctors, or a dental assistant for every two dentists.
Documents are the health certificate where needed, medical error insurance and your passport. MOHAP lists two working days. For private facilities the license fee is in the AED 3,000 range for doctors and the AED 1,000 range for nurses and technicians; government and semi-government facilities pay an application fee in the AED 100 range. More detail is in our MOHAP license for healthcare professionals guide.
Changing Employer Within the Same Emirate
| Regulator | Service | What the Regulator Publishes |
|---|---|---|
| MOHAP | Transfer of Health Professional License | Filed by the facility. A letter requesting the transfer, introductory statement, employment contract, license or ID copy, no objection letter and the facility’s plan. License must be valid. One to two working days, fee in the AED 100 range. |
| SHA | Request to Transfer Healthcare Professional License | Filed by the new facility on the SHA portal. Offer letter, malpractice insurance, BLS or life support certificate, NOC from the full time facility (and from the part time facility if relevant), Emirates ID. License validity is unchanged. Eight working days, fee in the AED 500 range. |
| DHA | Activate Professional License, plus facility groups | A Dubai facility activates the license against your active registration. Branches under the same ownership can be linked through Add Facility to Group, and staff then rotate between them free of charge without a part time license, once the Medical Director approves. |
| DOH | Manage a Healthcare Professional License, Secondment, Staff Rotation | Handled through TAMM. DOH does not publish a separate transfer fee or timeline. |
Two practical warnings for Sharjah. SHA only transfers valid full time or part time licenses, not temporary or visiting ones, and it accepts the request only if the facility you are leaving still meets its minimum staffing. If you hold a part time license, it is cancelled 30 days after your full time license moves unless the part time facility sends an updated NOC from your new full time employer. SHA’s services directory also marks this service as still under implementation and asks for applications by email to hred@sha.gov.ae, so check which channel is open before you file.
Residents and interns are a special case. The PQR lets them move between facilities anywhere in the UAE without a new license, provided they hold a license from one of the authorities in an approved training programme and have valid malpractice insurance.
Frequently Asked Questions.
Can I transfer my DHA license to DOH without an exam?
Usually yes, for the same title. Under section 3 of the Unified PQR, a valid DHA license, or one expired or cancelled for no more than six months, is recognised by DOH if you meet the PQR for the title and have not used up your exam attempts. You still apply for a DOH license through TAMM with a recent good standing certificate and a full DataFlow report.
Do I need a new DataFlow report when I move emirates?
Not usually. Your existing report can be transferred. DHA charges a report transfer fee in the AED 300 range and lists five working days, and it may ask for new or updated documents to be verified, such as recent experience.
How long is a good standing certificate valid for a transfer?
The PQR requires it to be not older than six months when you apply. DHA says its own certificate carries only an issue date, and the receiving authority decides whether to accept it.
How long does a health license transfer take within one emirate?
MOHAP lists one to two working days and SHA eight working days for a facility to facility transfer. DHA lists activation as instant, or one working day if your personal records change. DOH does not publish a timeline.

How OzaniX Partners Can Help.
A health license transfer usually stalls on the small things: a good standing certificate that expires while the file waits, a DataFlow report that is not linked, or a part time license that lapses without anyone noticing. Our Licensing and Regulatory Advisory team checks the title against the PQR before an offer goes out, prepares the file with the right regulator and tracks it to activation, while our Healthcare HR team handles the offer, malpractice cover and onboarding.
