MOHAP License for Healthcare Professionals: Eligibility, Steps and Renewal
Short answer: A MOHAP license for healthcare professionals lets a doctor, nurse, pharmacist or allied health professional practise in Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah and in government facilities run by the Ministry. It comes in two stages: you apply for a Health Professional Evaluation yourself (documents, DataFlow verification and an exam or exemption under the Unified PQR), and then your hiring facility applies for the licence itself. The licence is annual and is renewed through MOHAP.
Last verified: October 2026 against the MOHAP evaluation, licensing and renewal service pages, the Unified Healthcare Professional Qualification Requirements (third version, April 2025), Cabinet Resolution No. 82 of 2025 on MOHAP fees and Cabinet Resolution No. 176 of 2025.
Key Takeaways
- MOHAP licenses professionals in Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. Dubai, Abu Dhabi and Sharjah each have their own regulator.
- Stage one, the Health Professional Evaluation, is filed by you. Stage two, the licence, can only be filed by a MOHAP licensed facility that is hiring you.
- Eligibility follows the Unified PQR used by all four UAE health regulators, so the same titles and experience rules apply.
- You get three exam attempts across the UAE authorities, plus one final attempt with a different authority, unless you qualify for an exemption.
- Evaluation fees are in the AED 300 to 500 range by profession, and the annual licence sits in the AED 1,000 range for nurses and technicians and the AED 3,000 range for doctors in private facilities.
- Renewing more than 30 days late triggers a monthly fine, so track expiry dates.

Who MOHAP Licenses
The UAE splits health licensing by emirate. MOHAP covers private facilities in Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah, and also licenses professionals working in government facilities, whose licences MOHAP says are renewed automatically. The Dubai Health Authority licenses Dubai, the Department of Health licenses Abu Dhabi, and the Sharjah Health Authority licenses Sharjah. So a MOHAP license for healthcare professionals is the one you need if your job offer is from a clinic in the Northern Emirates.
Federal Law No. 6 of 2023 says nobody may practise a health profession without a licence from the health authority, and that law covers nurses and allied health professionals. If you are a clinic owner looking for the facility side of the process, read our guide to the MOHAP facility license in the Northern Emirates. If you are comparing emirates, our DHA license for doctors guide covers Dubai.
Eligibility Under the Unified PQR
Every MOHAP license for healthcare professionals starts with the PQR. All four regulators assess applicants against the same Unified Healthcare Professional Qualification Requirements, now in their third version (April 2025). The basics that trip people up:
- Degrees must be from an accredited institution. Honorary, correspondence and distance learning qualifications do not count.
- Doctors and dentists need a one year internship. Without proof of it, two extra years of experience are required.
- Only paid clinical experience counts. Volunteer work, observerships and non-clinical teaching do not. Part time work counts only at 400 hours a year or more.
- Surgical specialties must provide a logbook.
| PQR Title | Qualification | Minimum Experience |
|---|---|---|
| General Practitioner | Medical degree plus internship | Two years after internship (UAE nationals, children of Emirati women and UAE graduates within two years of internship are exempt) |
| Specialist (Tier 1 and 2) | Specialty degree of at least three years (residency, clinical master’s or clinical PhD) | None if the qualification is from the last two years |
| Consultant (Tier 1) | Tier 1 specialty qualification | Two years after the main specialty, or one year after a sub-specialty |
| Consultant (Tier 2) | Tier 2 specialty qualification | Five years after the main specialty, or four years after a sub-specialty |
| Registered Nurse | BSc Nursing of at least three years | None |
| Assistant Nurse | Nursing diploma of at least 18 months | None |
| Registered Midwife | Midwifery qualification | Two years in a maternity setting |
| Medical Laboratory Technologist | BSc in medical laboratory science or biomedical science | None |
| Pharmacist, Radiographer and most allied health | Accredited degree or diploma in the field | Two years in the related field |
Tier 3 specialists cannot reach the consultant title. These rules apply where there is no gap in practice, which is covered below.
Documents and DataFlow Verification
MOHAP requires your credentials to be verified at the source through DataFlow. For the evaluation you will need:
- Your degree, transcripts and, for doctors and dentists, internship proof.
- Your home licence or registration, valid for the experience period you claim.
- A good standing certificate from the regulator where you last worked, not older than six months when you apply.
- Experience certificates from employers, and a surgical logbook where relevant.
- A passport copy and copies of any earlier DataFlow reports.
Certificates not in English must be legally translated. Children of Emirati women also provide a birth certificate and the mother’s family book. In our experience the good standing certificate causes the most delays, because it expires after six months and has to be ordered again if the file stalls.
Exams, Exemptions and Gaps in Practice
Unless exempt, you sit the authority exam. It is in English and can be written, oral or an OSCE depending on the title, and oral exams have at least five clinical scenarios with no translator allowed. You get three attempts across all the UAE authorities, and then one final attempt with a different authority.
The main exemptions under the PQR:
- UAE nationals and children of Emirati women.
- Tier 1 specialists and consultants certified in one of 21 listed countries, including the UK, USA, Canada, Australia, Germany, Ireland, Singapore and South Korea.
- GPs with a recognised pass such as USMLE Part III, PLAB 1 and 2 or full GMC registration, AMC, LMCC, PRES, NZREX or EMREE.
- Nurses and midwives with a valid licence and good standing from one of 20 listed countries, provided they qualified in the last two years or have no gap in practice. An NCLEX pass also qualifies.
- Holders of a DHA, DOH or SHA licence for the same title, valid or expired or cancelled for no more than six months, who have not used up their exam attempts.
Exemption proof with no stated validity is accepted for five years from issue. Exemptions do not apply if you have a practice gap of more than two years.
Gaps matter. MOHAP’s evaluation page says there should be no gap in practice of more than three years, while its licensing page still says two. Under the PQR, a gap of three years or more means CME credits, supervised training and the licensure exam, even if you were exempt before (UAE nationals and children of Emirati women excepted):
| Gap | Physicians and Dentists | Nurses | Allied Health, Pharmacists, TCIM | Supervised Training |
|---|---|---|---|---|
| 3 to under 4 years | 80 CME credits | 40 credits | 20 credits | 6 months |
| 4 to under 5 years | 120 CME credits | 60 credits | 30 credits | 8 months |
Non-UAE nationals generally cannot apply with a gap of more than five years, and UAE nationals with more than ten.
Step by Step: Evaluation, Then Licence
- Apply for the evaluation. Sign in to the MOHAP website or app with UAE PASS, choose Health Professional Evaluation (service code 110-006-008-000), upload your documents and pay the evaluation fee.
- Initial review. MOHAP lists five working days for the service, and you receive a link to pay the DataFlow verification fee.
- Exam or exemption. You are sent to the scheduled exam or assessed for an exemption, and the evaluation certificate is then issued. The current service page does not state how long the certificate stays valid.
- The employer applies. A MOHAP licensed facility files the licensing request with your evaluation, the DataFlow report, an introductory statement, your passport, experience certificate and medical malpractice insurance. You must accept the facility’s work invitation online. Doctors aged 60 or above also need a physical and mental fitness report from Emirates Health Services.
- Licence issued. MOHAP lists one to two working days once the file is complete, then the licence fee is paid.
For nurses and allied health professionals, Cabinet Resolution No. 176 of 2025 gives 15 days from learning of a rejection to file a grievance.
Fees, Validity and Renewal
The fees for a MOHAP license for healthcare professionals are set by Cabinet Resolution No. 82 of 2025, in force since 22 December 2025. In ranges:
| Fee | Range |
|---|---|
| Evaluation | In the AED 500 range for physicians and dentists, the AED 400 range for nurses and midwives, the AED 300 range for allied health and TCAM |
| Licence application | In the AED 100 range (private and semi-government facilities) |
| Annual licence issue or renewal | In the AED 3,000 range for doctors and the AED 1,000 range for nurses and technicians (private facilities) |
| DataFlow verification | Paid separately through the link MOHAP sends; not published on the MOHAP page |
The licence is annual. To renew, keep your CME up to date: the PQR sets 40 credits a year for physicians and dentists, 20 for nurses and pharmacists and 10 for allied health. If you renew more than 30 days after expiry, the resolution adds a fine of 25 percent of the licence issue fee for each month from the expiry date, up to 180 days, and the renewed licence still runs from the original expiry date. For nurses and allied health, Cabinet Resolution No. 176 of 2025 also says you may not practise between expiry and renewal.
Frequently Asked Questions.
Which emirates does a MOHAP license cover?
Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah, plus government facilities run by MOHAP. Sharjah is licensed by the Sharjah Health Authority, Dubai by DHA and Abu Dhabi by DOH.
Can I get a MOHAP license without a job offer?
You can complete the evaluation on your own, including from abroad. The licence itself can only be requested by a MOHAP licensed facility that is hiring you.
Can I move from a DHA or DOH licence to MOHAP without an exam?
Usually yes, for the same PQR title, if your licence is valid or expired or cancelled for no more than six months and you have not used up your exam attempts. You still need a recent good standing certificate and a full DataFlow report.
How long does the MOHAP license process take?
MOHAP lists five working days for the evaluation service and one to two working days for the licence once the file is complete. The total time depends on DataFlow verification and exam dates, which MOHAP does not publish.
What happens if I renew my MOHAP license late?
After 30 days past expiry, a monthly fine of 25 percent of the licence issue fee applies, for up to 180 days, and the new licence period still starts from the old expiry date.
