Clinic Expansion in the UAE: Growth and Investment Guide
Short answer: Clinic expansion in the UAE usually takes one of four routes: opening in a specialty or area where demand is still short, opening a second branch, buying an existing clinic, or bringing in patients from abroad. Each route has its own licensing path. A second site needs its own facility licence, a purchase changes the owners on both the trade licence and the health facility licence, and medical tourism runs through DXH in Dubai and the DOH Medical Tourism Network in Abu Dhabi. This page explains how to choose and links every growth guide in our library.
Last verified: October 2026 against the DHA Dubai Clinical Services Capacity Plan 2022-2033, the DHA Manual for Licensing Health Facility (Version 1.2), the DHA Change Facility Ownership service, the DOH Medical Tourism Standard (V2, 2024) and the DHA Dubai Health Experience pages.
Key Takeaways
- Start with demand: the DHA capacity plan shows the largest projected outpatient room gaps in paediatrics, respiratory medicine, general medicine, endocrinology, gastroenterology and neurology, and oversupply in dermatology, dental, gynaecology and plastic surgery.
- A second clinic branch is a new facility licence for a new address, not an extra address on the licence you already hold.
- Buying a clinic in Dubai goes through the DHA Change Facility Ownership service, which is closed to a facility with a pending violation, and the new owner keeps the existing licence expiry date.
- Medical tourism is run emirate by emirate: DXH membership in Dubai, the DOH Medical Tourism Network in Abu Dhabi, and monthly international patient reporting for every DHA licensed clinic.
- Whichever route you take, the regulator approvals are the easy part to plan. The cash needed before the new revenue arrives is where most expansions get into trouble.

Four Routes to Clinic Expansion in the UAE
Most owners we work with already know they want to grow. The harder question is how. The four routes below differ in speed, risk and the amount of licensing work, so it helps to see them side by side before you commit to one.
| Route | What the Regulator Expects | Where To Read More |
|---|---|---|
| New Specialty or Area | A licensed service in a field and location with real demand; DHA’s capacity plan shows where the gaps are | Healthcare Investment Opportunities in Dubai |
| Second Branch | A full facility licence for the new address, then grouping if staff and the medical director will work across sites | Opening a Second Clinic Branch |
| Buying a Clinic | A change of owners on the trade licence and the DHA facility licence, with violations cleared first | Buying a Clinic in Dubai |
| Medical Tourism | DXH membership in Dubai or the DOH Medical Tourism Network in Abu Dhabi, plus reporting and clear package prices | Medical Tourism in the UAE |
Start With Where the Demand Is
The Dubai Clinical Services Capacity Plan 2022-2033 is DHA’s own count of beds, rooms, equipment and staff against projected demand, and DHA says in its foreword that the plan is meant to guide investments and investors. For outpatient clinics it points to paediatrics, respiratory medicine, general medicine, endocrinology, gastroenterology and neurology as the biggest projected gaps. It also shows rehabilitation and long term care beds, dialysis places and ultrasound units as short now or soon.
Location matters as much as specialty. The plan finds 72 percent of outpatient rooms in Sector 3 and asks for new clinic investment in sectors 1, 5, 7 and 9. A dermatology or dental clinic can still do well, but the plan shows more rooms than projected demand in those fields, so you win patients from someone else. Our investment opportunities guide sets out the gaps by specialty and sector.
A Second Branch: Plan It as a New Clinic
For many owners a second site is the first step in clinic expansion in the UAE, and the question we hear first is whether the new address can sit on the existing licence. It cannot. The economic authority deals with the trade licence and any branch entry, and the health regulator licenses the clinical premises, which means approval, an approved layout, inspection and activation for the new site. DHA ties a facility licence to its location, and both DHA and SHA run separate services for adding an already licensed facility to a group.
Grouping is what lets the two sites work as one business. In Dubai, one medical director can cover several facilities in the same Sheryan group, and staff can rotate between sites once the facilities are grouped, the service exists at both and malpractice cover includes every branch. The second clinic branch guide covers each regulator and how to build the budget.
Buying a Clinic Instead of Building One
A purchase can be faster than a new licence, but you inherit the clinic’s history. In Dubai, the facility’s delegated representative applies through the Sheryan Change Facility Ownership service, DHA gives initial approval, the trade licence is amended, and the updated licence goes back to DHA. DHA publishes an average of one working day for its own step, which is not the time the whole deal takes.
The service is closed to a facility whose licence is expired, cancelled, suspended, revoked or on hold, or that has a pending violation, so regulatory clearance belongs before completion, not after. The licence keeps its existing expiry date, and in Dubai Healthcare City the operator applies 30 days before the change. Insurance network agreements are commercial contracts and no official rule says they transfer, so get each payer’s answer in writing. Our buying a clinic guide has the full due diligence list.
Medical Tourism: Patients From Abroad
There is no single national medical tourism scheme. In Dubai, a DHA licensed clinic can apply to join Dubai Health Experience (DXH), which DHA says takes at least 15 working days to review and is free for now, and every DHA licensed clinic must report its international patients within 10 days after the end of each month, member or not. In Abu Dhabi, a clinic joins the DOH Medical Tourism Network through TAMM and must meet the DOH Medical Tourism Standard, including AAMEN certification, Malaffi integration and at least 3 Diamonds in Muashir.
The UAE facility applies for the patient’s treatment visa, and clear written package prices are a formal requirement in Abu Dhabi. The medical tourism guide explains both schemes and the visa steps.
Funding the Growth
Every route to clinic expansion in the UAE needs cash before it earns any. Rent, fit out, equipment and salaries start months before the first insurance payment arrives, and insurers often pay weeks or months after the visit. Before you sign a lease or a purchase agreement, build a feasibility model with a realistic ramp up, a 13 week cash forecast and a clear view of who will fund the gap. These pages help:

Frequently Asked Questions.
Which healthcare specialties are short of capacity in Dubai?
DHA’s capacity plan shows the biggest projected outpatient room gaps in paediatrics, respiratory medicine, general medicine, endocrinology, gastroenterology and neurology, plus shortages in rehabilitation and long term care beds, dialysis places and ultrasound units.
Can I add a second clinic to my existing licence?
No. Each site needs its own health facility licence. Once both are licensed, you can group them so a medical director and staff can work across both sites within the regulator’s rules.
Is it faster to buy a clinic than to open a new one?
It can be. DHA’s own ownership change step has a published average of one working day, but the full deal also needs the trade licence amendment, due diligence and payer agreements. A clinic with a pending violation cannot use the service until it is cleared.
Does a clinic need approval to treat medical tourists?
In Abu Dhabi, a clinic joins the DOH Medical Tourism Network and meets the DOH standard. In Dubai, DXH membership is optional, but every DHA licensed clinic must report international patients to DHA each month.
What is the biggest risk in clinic expansion in the UAE?
In our experience it is cash, not licensing. Costs start months before revenue, and insurance payments arrive later still, so plan the funding gap before you commit.
