Health Insurance Companies in the UAE: Insurers and TPAs by Emirate

Short answer: Health insurance companies in the UAE are licensed by the Central Bank of the UAE (CBUAE), and each emirate’s health regulator then decides who may sell or administer health cover there. In Dubai, the Dubai Health Authority lists 45 insurers and 16 claims administrators (TPAs) holding its Health Insurance Permit. In Abu Dhabi, the DOH Shafafiya licence list gives transaction codes to 46 insurers and 27 TPA entries, including four Daman programmes such as Thiqa. For a clinic, these lists are the starting point for knowing which payers you can contract with.

Last verified: 29 October 2026 against the ISAHD Permitted Insurers and TPA lists (page updated 25 March 2026), the DOH Shafafiya insurer licence list, the CBUAE register of July 2025 and the MOHRE Health Insurance Scheme page.

Key Takeaways

  • The CBUAE licenses insurers and registers health claims administrators (TPAs). Its July 2025 register lists 58 insurance companies of all types and 20 TPAs.
  • Dubai lets only companies with a DHA Health Insurance Permit sell or administer health insurance in the emirate: 45 insurers and 16 TPAs on the current lists.
  • Abu Dhabi gives every insurer, TPA and broker a Shafafiya code. Daman administers the Thiqa programme, Basic insurance and funded mandates.
  • In Sharjah, Ajman, Fujairah, Ras Al Khaimah and Umm Al Quwain, the federal scheme from 1 January 2025 costs employers AED 320 a year per worker.
  • An insurer and its TPA are different parties. Your claims may go to the TPA, but your network contract is usually with the insurer or the TPA acting for it.

Insurers, TPAs and Brokers: Who Does What

Health insurance companies in the UAE work alongside two other kinds of company between a patient and your clinic’s bill, and each is on a different official list.

Dubai’s lists say the Health Insurance Permit “signifies that the company is allowed to sell health insurance products in the Emirate of Dubai”, and for TPAs that it is allowed “to administer health insurance policies in the Emirate of Dubai on behalf of permitted health insurance companies”. Each company on the Dubai list carries an eClaimLink ID, the payer code used on the Dubai claims platform.

These are the 45 insurers on the DHA Permitted Insurers list, in alphabetical order, with the names as DHA publishes them (shortened where the branch name is long). The table also gives each insurer’s eClaimLink ID from the same DHA list, and its code on the Abu Dhabi Shafafiya licence list where the same company appears there. The list’s conditional compliance section was empty when we checked.

How We Chose These Lists

To list health insurance companies in the UAE we used official lists only: the DHA Permitted Insurers and Permitted TPAs pages on isahd.ae, the DOH Shafafiya insurer licence file, and the CBUAE register of insurance companies and related professions for July 2025, the newest insurance edition we could open. An entry qualified if it appears on one of those lists. We did not add companies from market reports or websites, and we did not rank anyone: lists are alphabetical. The Shafafiya file is a code list for transactions, so it can still carry older company names, and a missing tick in the table means only that the name was not on that list when we checked. Before you sign a contract, confirm the payer’s current status with the regulator.

OzaniX Partners is independent and is not paid by any company listed here. Our Insurance Empanelment service helps clinics apply to join insurer and TPA networks; we do not sell insurance.

Good to Know

Frequently Asked Questions.

How many health insurance companies are there in the UAE?

The count of health insurance companies in the UAE depends on the list. Dubai’s permit list has 45 insurers allowed to sell health insurance there, and the Abu Dhabi Shafafiya list has codes for 46. The CBUAE register of July 2025 lists 58 insurance companies of all types, not only health.

What is a TPA in UAE health insurance?

A third party administrator runs health policies for an insurer, handling approvals, claims and provider networks. In Dubai a TPA needs a DHA Health Insurance Permit, and the CBUAE keeps a separate TPA register.

Who administers Thiqa in Abu Dhabi?

The DOH Shafafiya list shows the National Health Insurance Company (Daman) with a code for Thiqa programme administration, alongside its codes for Basic insurance and funded mandates.

Is health insurance mandatory in Sharjah and the northern emirates?

Yes. Since 1 January 2025 private sector employers in Sharjah, Ajman, Fujairah, Ras Al Khaimah and Umm Al Quwain must buy cover for their workers before residency is issued or renewed. MOHRE gives the scheme price as AED 320 a year.
