Hiring Doctors From Abroad for a UAE Clinic: Timeline and Costs
Short answer: Hiring doctors from abroad for a UAE clinic runs on two tracks that meet at the end. The doctor gets a health registration (DataFlow verification, any exam, then registration with DHA, DOH, SHA or MOHAP), while you get the MOHRE work permit, entry visa, medical test, Emirates ID and residence visa. The licence can only be activated once the doctor has a labour card, so plan the visa and licensing steps together, and budget for registration and licence fees, MOHRE and visa fees, malpractice cover and health insurance, all paid by the clinic.
Last verified: October 2026 against the DHA Sheryan service pages and FAQ, the Unified Healthcare Professional Qualification Requirements (April 2025), the MOHRE work permit service for workers from overseas, GDRFA Dubai visa services, ICP Emirates ID fees, u.ae, Federal Decree-Law 33 of 2021 and Dubai Law 11 of 2013.
Key Takeaways
- Check the doctor’s title against the Unified PQR before you make an offer. Experience, specialty Tier and any gap in practice decide whether they can be licensed at all.
- DHA lists 15 working days for a new DataFlow report and an average of 5 working days for registration, which stays valid for one year.
- In Dubai, the clinic can only activate the licence once the doctor has a valid labour card and malpractice insurance, so the visa track has to move in parallel.
- MOHRE lists 2 working days for a work permit, with a fee from the AED 250 to 3,450 range depending on the establishment’s category.
- The employer pays recruitment costs by law and cannot pass them to the doctor. In Dubai the employer also pays for health insurance.
- Probation can last up to six months, and the Labour Law sets out who repays recruitment costs if a doctor moves to another employer during it.

Start With the PQR, Not the Job Advert
The most expensive mistake in hiring doctors from abroad is making an offer to someone who cannot be licensed for the title you need. All four health regulators follow the Unified Healthcare Professional Qualification Requirements, and it decides three things before anything else.
- The title. A GP needs an accredited medical degree, an internship and two years of clinical experience. For a Specialist, the Tier of the specialty certificate decides how much experience is needed after it.
- The exam. Doctors with certain international exams or an active licence from certain regulators are exempt from the licensure exam. The PQR is clear that the exemption covers the exam only, not credentialing, experience or verification.
- Gaps in practice. A break in clinical practice of more than three years means CME credits and supervised training before licensing, and the exam afterwards even for doctors who would otherwise be exempt. In general, non-UAE nationals cannot apply with a gap of more than five years.
In Dubai, the doctor can run the free Self Assessment Tool in Sheryan, which tells them whether they meet the requirements and which assessment they need. Ask your candidate to do this and share the outcome before you sign an offer. Our DHA license for doctors guide covers the titles and exemptions in detail.
The Two Tracks, Step by Step
The table follows a Dubai mainland hire, where DHA licenses the doctor and MOHRE issues the work permit. The order is the same in the other emirates, but the health regulator changes: DOH through TAMM in Abu Dhabi, SHA in Sharjah and MOHAP in the Northern Emirates.
| Step | Who Does It | What the Official Source Publishes |
|---|---|---|
| Self Assessment and DataFlow verification | Doctor | 15 working days for a new report from payment, 5 working days to transfer an existing one. The CBT can run in parallel |
| CBT or oral assessment, if required | Doctor | Prometric results are instant. Oral results are published within 5 working days. Three attempts across the authorities |
| Get Registered | Doctor | Average 5 working days, credentialing fee in the AED 200 range. Valid for one year |
| Job offer and work permit | Clinic | Offer on the MOHRE form signed by both sides, permit in 2 working days, valid for two years |
| Entry visa | Clinic | GDRFA lists 48 hours. The doctor may stay 60 days from entry to finish residency |
| Medical test, Emirates ID and residence visa | Clinic and doctor | Medical test for everyone 18 and over, security check and Emirates ID. Residence permit valid for two years |
| Employment contract | Clinic | Registered with MOHRE within 14 days of arrival |
| Activate Professional License | Clinic | Instant, or 1 working day if personal records change. Needs a labour card and malpractice insurance |
DataFlow is where most timelines slip, usually because a university or past employer is slow to answer. Our guide to DataFlow verification explains how to prepare the documents so the report does not stall. DHA also says a registration is valid for one year, so a doctor who registers early and then waits too long for a visa can run out of time.
What It Costs the Clinic
There is no single published price for hiring doctors from abroad, because several authorities each charge for their own step. The table shows only the base government fee each authority publishes, as ranges. It is not the full bill: VAT, Knowledge and Innovation fees, typing or service centre charges and the medical test come on top, so the immigration side alone usually ends up in the thousands of dirhams per doctor. Ask your PRO or typing centre for an itemised quote before you make the offer.
| Cost Item | Base Government Fee | Source |
|---|---|---|
| DHA registration (credentialing) | AED 200 range | DHA Get Registered |
| DHA full time licence, physician or dentist | AED 3,000 range for 1 year to AED 7,500 range for 3 years | DHA Activate Professional License |
| MOHRE work permit (two years) | AED 50 application plus AED 250 to 3,450 range by establishment category | MOHRE overseas work permit service |
| Work entry visa (Dubai) | AED 200 range plus 5% VAT. If the doctor is already in the UAE, add an AED 500 range inside the country fee and AED 20 in Knowledge and Innovation fees | GDRFA Dubai |
| Residence permit (Dubai, two years) | AED 200 range, plus AED 20 in Knowledge and Innovation fees, AED 20 delivery and an AED 500 range fee if issued inside the country | GDRFA Dubai |
| Emirates ID (two years) | AED 100 range per year of residence plus an AED 100 range smart service fee | ICP |
| DataFlow, residency medical test, malpractice insurance, health insurance | Set by the provider, the medical fitness centre or the insurer. No single current price is published | Ask for a quote before the offer |
The money that matters most is not on any fee schedule. Federal Decree-Law 33 of 2021 forbids the employer from charging the worker, directly or indirectly, for the fees and costs of recruitment and employment. In Dubai, Law 11 of 2013 also makes the employer enrol employees in health insurance at its own cost. Add the doctor’s flights, housing allowance and the weeks of salary you pay before the licence is active, and the fees above become the smaller part of the budget.
Protecting the Investment During Probation
Under Article 9 of the Labour Law, probation cannot exceed six months, and the clinic must give at least 14 days’ written notice to end the contract during it. A doctor who wants to move to another UAE employer during probation must give at least one month’s written notice, and the new employer then compensates the original employer for the recruitment costs, unless the parties agreed otherwise.
Two practical points follow. Keep a clear record of what you spent on each hire, because that is what you would claim. And put the licence fees, visa fees and other costs in writing at offer stage, so nobody argues later about what the clinic paid. Our payroll and WPS guide covers salary payment rules once the doctor starts.
Where Hiring From Abroad Usually Gets Stuck
- Offering before the title is clear. The candidate expects a Specialist title, the PQR gives a lower one, and the salary and rota no longer fit.
- Starting the visa too late. The licence cannot be activated without a labour card, so a registered doctor can sit idle while immigration catches up.
- A quota or facility problem. MOHRE needs an available electronic quota and a valid licence with no violations, and DHA needs an active facility licence that covers the doctor’s specialty.
- Emiratisation targets. If your clinic has 20 or more employees, check how a new hire affects your Emiratisation rules for clinics position.
Frequently Asked Questions.
How long does it take to hire a doctor from abroad in Dubai?
No authority publishes one total. The published steps alone are 15 working days for a new DataFlow report, about 5 working days for DHA registration, 2 working days for the MOHRE work permit and 48 hours for the entry visa, before the medical test, Emirates ID and residence visa. Exams, document chasing and notice periods in the doctor’s current job usually add more, so plan with a buffer.
Can the doctor start work on the entry visa?
Not as a doctor. In Dubai a health facility can only activate the licence once the doctor holds a valid labour card and malpractice insurance, and treating patients needs an active licence. The entry visa lets the doctor stay 60 days to complete residency.
Who pays the visa and licence fees when hiring doctors from abroad?
The clinic. The Labour Law forbids employers from charging workers for recruitment and employment costs, directly or indirectly. In Dubai, the employer also pays for the doctor’s health insurance.
Does the doctor need to pass a DHA exam?
It depends on the title and the doctor’s qualifications. Doctors with certain international exams or licences are exempt under the PQR, while others sit a CBT through Prometric or an oral assessment. The Self Assessment Tool in Sheryan shows which applies.
How long is DHA registration valid if the visa is delayed?
One year. A Dubai facility must activate it into a licence within that time, so start the work permit and visa as soon as the registration is near.
