DHA License for Nurses: Steps, Exam and Documents
Short answer: A DHA license for nurses is issued in two stages. First you earn a DHA registration by passing the self-assessment, primary source verification through Dataflow and, where your title needs it, a DHA exam. Then a Dubai facility that hires you activates that registration into a license. A Registered Nurse needs a nursing bachelor’s degree of at least three years, and no minimum experience as long as there is no long break in practice.
Last verified: October 2026 against DHA’s Sheryan service pages and FAQ, and the Unified Healthcare Professional Qualification Requirements (PQR, third version). Fees and steps change, so confirm on Sheryan before you pay.
Key Takeaways
- You apply for the registration yourself, but only a DHA licensed facility that employs you can turn it into an active license. You cannot practice until the status shows Active.
- Registered Nurse and Assistant Nurse titles have no minimum experience requirement under the current PQR, subject to the gap of practice rules.
- Dataflow verification and the DHA exam can run in parallel. DHA quotes about 15 working days for a new Dataflow report.
- Nurses licensed in 20 listed countries, including the UK, USA, Canada and Australia, can be exempt from the exam if they meet the conditions.
- Registration is valid for one year. If it expires before a facility activates it, you start again.

Which Nursing Title Can You Apply For
Every DHA license for nurses is assessed against the Unified PQR, the same document used by MOHAP, the Department of Health Abu Dhabi and the Sharjah Health Authority. Your title decides the qualification and experience you need, so check it before you pay for verification.
| Title | Qualification | Experience |
|---|---|---|
| Registered Nurse | Bachelor’s degree in nursing, minimum three years full time | None required, subject to gap of practice rules |
| Assistant Nurse | Diploma of nursing of at least 18 months | None required, subject to gap of practice rules |
| Specialty Nurse | Registered Nurse plus a clinical master’s or postgraduate specialty qualification of at least one year, or a three year bachelor’s in a nursing specialty | One year in the specialty (postgraduate route) or two years (bachelor’s route) |
| Nurse Practitioner | Registered Nurse plus a clinical master’s or doctoral degree in advanced practice, or a national nurse practitioner certification | Experience as a nurse practitioner, per the PQR |
A few rules catch people out. Distance learning and correspondence degrees do not count. Assistant Nurses cannot work independently and must work under a Registered Nurse. If you hold a nursing bachelor’s degree but are licensed as an Assistant Nurse, you can apply to upgrade, provided your assistant nurse experience has not passed five years. Every nurse needs at least a valid BLS certificate, and your academic transcript is required.
Step by Step: How the DHA License for Nurses Works
- Self-Assessment Tool on Sheryan. Create a Sheryan account and run the self-assessment for your title. If you disagree with the result, DHA offers a formal Review Registration Eligibility service. DHA lists 10 working days and a credentialing fee in the AED 200 range for that review.
- Primary source verification with Dataflow. Your degree, experience certificates and current license are verified directly with the issuing bodies. The Sheryan FAQ gives 15 working days from payment for a new report. A report done for another UAE authority can be transferred for a fee in the AED 300 range, and Dataflow reports do not expire.
- The DHA exam, if your title needs one. Computer based tests are run by Prometric. You can sit the exam while Dataflow is still working on your file.
- Get Registered. Submit the application on Sheryan with a recent photo and passport copy and pay the credentialing fee, which is in the AED 200 range plus DHA’s Knowledge and Innovation fees. DHA’s average processing time is about 5 working days, and some positions also need an oral assessment. Once approved you are listed on the Dubai Medical Registry.
- License activation by your employer. The registration is valid for one year. Within that year a DHA licensed facility that hires you activates it into a full time, part time or trainee license through its own Sheryan account. Your malpractice insurance must be valid for the period you practice.
Expect the whole process to take weeks rather than days, because each official clock only starts once that step is paid and complete.
Documents You Will Need
- Valid passport copy and a recent passport size photo.
- Nursing degree or diploma and the academic transcript.
- Experience certificates from salaried clinical roles. Teaching and non clinical experience do not count.
- A valid license or registration from your home country or country of last employment.
- A Good Standing Certificate from the regulator where you last worked, not older than six months when you apply.
- A valid BLS certificate, or a higher life support certificate where your scope of practice needs it.
DHA Exam Rules and Who Is Exempt
All exams are held in English. The PQR gives you three attempts to pass across the UAE authorities, and you must declare any earlier attempts. After three failures with one authority, you may be given one final attempt with a different authority. DHA shares Prometric results straight away, and oral assessment results within five working days.
Under the PQR, nurses and midwives with a valid license from Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Iceland, Ireland, Luxembourg, the Netherlands, New Zealand, Norway, Singapore, South Africa, Sweden, Switzerland, the UK or the USA can be exempt from the exam. The conditions are that you qualified within the last two years or have had no gap in practice since your last day of work, you hold a valid Good Standing Certificate and you complete Dataflow verification. A passed NCLEX is also listed as an equivalent for the USA, Canada and Australia. Where English proof is needed, the PQR accepts IELTS 5.0, OET grade C, TOEFL 500 or Cambridge English 169. The exemption covers the exam only and does not apply if your gap of practice is over two years. UAE nationals and Children of Emirati Women are exempt from the authority exams.
Gap of Practice Rules for Nurses
A break from clinical work often stalls a DHA license for nurses. Under the PQR, a gap of more than three years means extra CPD credits and supervised training in an approved facility before you can be licensed, followed by the licensure exam.
| Gap of Practice | What Nurses Must Complete |
|---|---|
| Three to less than four years | 40 CME or CPD credits and six months of training |
| Four to less than five years | 60 CME or CPD credits and eight months of training |
| More than five years | Non UAE nationals generally cannot apply |
DHA License for Nurses: Fees and Renewal
DHA’s published license fee for nurses, midwives and allied health is in the AED 1,000 range for a one year full time license, about AED 1,500 for two years and about AED 2,500 for three years, plus Knowledge and Innovation fees. The facility pays this through Sheryan when it activates or renews your license, so it is worth agreeing who carries the cost when you discuss your offer.
- Renewal: the facility can renew from 90 days before expiry. You need valid malpractice insurance, at least 20 CPD credits a year relevant to your field and no unpaid fines.
- Late renewal: DHA charges a penalty in the AED 200 range per month for nurses. A full time license that has been expired for more than six months cannot be renewed.
- Registration renewal: if you are between jobs, renew your registration (fee in the AED 200 range) within three months of its expiry or of your license cancellation to keep your title without a new assessment.
Frequently Asked Questions.
Do I need two years of experience for a DHA nursing license?
Not for the Registered Nurse or Assistant Nurse titles. The current PQR lists no minimum experience for either, provided you meet the gap of practice rules. Specialty Nurse and Nurse Practitioner titles still need post qualification experience.
Can I get a DHA license for nurses without a job offer?
You can get the DHA registration without a job. It proves you are eligible to work in Dubai and is valid for one year. To practice, a DHA licensed facility must hire you and activate it into a license.
Can I take the DHA exam before my Dataflow report is ready?
Yes. DHA says primary source verification and the computer based test can run in parallel. You still need a positive Dataflow result before you can complete the Get Registered step.
Am I exempt from the DHA exam if I passed the NCLEX?
The PQR lists the NCLEX as an exam equivalent for nurses from the USA, Canada and Australia, and a valid license from any of 20 listed countries can also exempt you. You still need Dataflow verification and a Good Standing Certificate, and the exemption does not apply with a gap of practice over two years.
How many times can I sit the DHA nursing exam?
Three attempts in total across the UAE health authorities, with the possibility of one final attempt at a different authority after three failures.
